On Friday, January 23, President Bush signed the 2004 Omnibus Spending bill
into law.

Also, I want to clarify my original message regarding funding for various
programs.  I failed to mention that the final Omnibus Appropriations
Conference Report included a 0.59 percent across-the-board cut to all
programs contained in the bill. As a result, it had the following impact on
programs for FY 2004 (a full list of education program funding levels seen
at http://www.ed.gov/about/overview/budget/budget04/04action.pdf?src=rt):

Even Start:  $248.375 million - .59% = $246.910 million (FY 03 - $248.375
million)
Adult Education State Grants: $577,781 million - .59% = $574.372 million (FY
03 - $571.262 million)
Adult Education National Leadership Activities: $9.22 million -.59% = $9.16
million (FY 03 - $9.4 million)
NIFL: $6.73 million - .59% = $6.69 million (FY 03 - $6.5 million) 

Considering the economic environment, this is still good news for the field.

According to the U.S. Department of Education web site, they are scheduled
to update the amount of the individual state allocations for various
programs next week after the President has submitted is FY 2005 budget
