The first RFP seeks independent local and state evaluation of Kentucky Even Start. The evaluator must be knowledgeable in the field of family literacy, Even Start legislation, Kentucky's Family Literacy Performance Indicators, and valid and reliable measurements and evaluation methodologies. The second RFP seeks technical assistance and professional development services for Kentucky Even Start programs. The service agency must be knowledgeable in family literacy best practice, reading research activities, Even Start legislation, and Kentucky's Family Literacy Performance Indicators. The service agency must also be capable of providing intensive assistance options for any programs identified as in need of additional assistance.
