Along the same lines as the parent involvement piece
for Title I is the McKinney Vento Homeless Assistance
Act. All school districts are required to maintain
numbers of homeless children and families and provide
some sort of parent component. McKinney's definition
of "homeless" goes beyond the traditional families
sleeping on the streets to include families that are
temporarily sharing a residence with others and
families who are living in substandard housing. Many
of the families in our Even Start program also qualify
for services under McKinney as they are living in
transitional residences, living in one room of a house
with limited access to water, heat and cooking
facilities. McKinney can be a good partner with Even
Start although keeping the families for two years (for
effective change as demonstrated through ES research)
can be a challenge.
