The toolkit was developed under the direction of the U.S. Department of Education, Office of Vocational and Adult Education (OVAE). This free resource, Practitioner Toolkit: Working with Adult English Language Learners, has been created in response to the nationwide need of adult literacy and family literacy programs that have experienced a recent increase in English language learners in their programs. Many rural, community and faith-based programs, as well as others, will benefit from this toolkit as they work to meet the needs of the ELL students who are new to their community. "We are pleased to offer this rich resource to educators who work every day to help English language learners enhance their lives through literacy," said Sharon Darling, NCFL president and founder. "Educators throughout the country need a kit like this that provides a simple means of locating crucial information. In collaboration with the adult ESL professionals at the Center for Applied Linguistics, I think we have accomplished this." The Practitioner Toolkit contains a range of information that includes . Background information about English language learners and their unique challenges . Research-to-practice papers on English language and literacy learning . Sample "first day" intake forms, activities, assessments, lessons plans, and a learner needs assessment in Spanish . Annotated lists of English- and Spanish-language assessments used in adult education programs The Practitioner Toolkit is made possible by a grant from OVAE, through DTI Associates, and is the result of a collaborative effort between NCFL and CAL, who are the primary authors of the document. Principal writers representing the National Center for Family Literacy include Sylvia Cobos Lieshoff, Noemi Aguilar, and Susan McShane. Principal writers representing the Center for Applied Linguistics include Miriam Burt, Joy Kreeft Peyton, Lynda Terrill, and Carol Van Duzer. A limited number of toolkits will be printed and distributed to state adult education directors and English as a second language (ESL) directors nationwide.
