Hello everyone,

Off an on, I've heard people mention that communities are basing their
future prison construction plans on 3rd grade reading test scores. Is this
just a story or can anyone direct me to a study, citation, or other
reference to an actual community doing this.

Thanks,

Maggie Dyer
