I copy this statement:

"From my knowledge of the pertinent empirical
evidence, I must protest that teaching beginning
readers (BRs) to use "picture cues" to recognize
written words cannot be justified as even "a minor
tool" in this instruction. In scientific fact, it has
an inhibiting influence on the development of BRs'
quick and accurate written word recognition skills."

If this is true, should text for beginning readers
have pictures?
