Here's a resource for those interested in community colleges and ABE.

The Council for Advancement of Adult Literacy released the third of
eight resource papers prepared to help inform its national study of the
role and potential of community colleges in adult education and
literacy.  The new 35-page publication is by Vanessa Morest of the
Community College Research Center of Columbia University, with
assistance from Kerry Charron, Annika Fasnacht, & Daniella Olibrice. 
This national study analyzes data drawn from several sources, including
state directors of adult education, the National Reporting System, and
the U.S.  Census Bureau.  Its broad aim is to examine the structure of
adult 
education in the U.S. with special attention to the role of community 
colleges as a component of the national delivery system.  Among many 
other findings, the report reveals that neither adult education nor 
community college systems are adequately aware of the large role that 
community colleges play as a service provider in adult education and 
literacy.  This publication and the CAAL Community College Study 
project generally are made possible by funding from the Ford 
Foundation, Household International, the Lumina Foundation for 
Education, the McGraw-Hill Companies, the Nellie-Mae Foundation, 
Verizon, Inc., and several individual donors. The publication is 
available, along with others in the series, at the CAAL web site 
at http://www.caalusa.org.
