A reading assessment tool is now available to be piloted and I 
understand that Educational Testing Service (ETS) is developing other 
EFF assessments.

There are several other NIFL lists which have more participants and 
where there is more participation.  Try NIFL-assessment, NIFL-AAALPD 
and NIFL-ESL, for example.  I also suggest that you post EFF questions 
to NIFL-EFF.

I am not familiar with the Foundation Work Skills.  Could you briefly 
describe it and give me a Website where I could learn more about it?
