Cresskill, NJ: Hampton Press. As well there are two proceedings from the adult numeracy/math topic group at the 1996 and 2000 ICME conferences that have some good stuff in them too: FitzSimons, (ed.) (1997) Adults returning to study mathematics: papers from working group 18 at the 8th International Congress on Mathematical Education (ICME 8), Sevilla,, Spain, Adelaide: Australian Association of Mathematics Teachers (AAMT).
