In my opinion, it is impossible to compare unit costs for education programs, because programs designed to meet the needs of a given group of learners will inevitably be very different for each other, hence the apples and oranges problem. You might have an easier time deriving cost savings by calculating what would happen if the program doesn't exist. Good luck, and keep us posted. Deborah W.
