This report mentions several factors -- as the title indicates --
including lack of accessible dental care for low-income families.
Although the following report doesn't address literacy issues, it
does mention a demonstration program educating adults on dental
health. So, I thought some nifl-health subscribers might be
interested:

The following item was added to GAO's World Wide Web site in
Portable Document (PDF) format.

- Oral Health: Factors Contributing to Low Use of Dental Services
    by Low-Income Populations. HEHS-00-149. 27 pp. plus 4 appendices
    (14 pp.) September 11, 2000.

This report will also be added to our WAIS database in ASCII and PDF
formats within the next 24 hours.
