I have not reviewed these reports; however, they seemed to be 
relevant to subscribers on this list. Also, I wonder whether literacy 
was considered as a variable in any findings of these documents?

HEALTH INSURANCE TAX CREDITS LEAVE UNINSURED BEHIND - One in six of 
the non-elderly are not insured. Unfortunately, the type of 
individual tax credits now under discussion are unlikely to help many 
uninsured families obtain quality health care and could erode
