HCFA GETS NEW NAME AND STRUCTURE -  Renamed the Centers for Medicare 
and Medicaid Services, the agency that handles public health 
insurance for 70 million poor, elderly and disabled Americans will be 
reorganized into three divisions with the aim of promoting greater 
responsiveness to states, providers and patients.

MEDICAL SAVINGS ACCOUNT AMENDMENT COULD INCREASE NUMBER OF UNINSURED 
- A likely amendment to The Patient's Bill of Rights could drive up 
the price of health insurance, reports Center on Budget and Policy 
Priorities.  The amendment would create a new tax shelter for 
healthy, affluent individuals.

TRENDS SHOW DISTURBING EROSION IN EMPLOYER-SPONSORED HEALTH PLANS - 
The decline is greatest for low-wage workers, reports The 
Commonwealth Fund.  Two-thirds of private-sector workers had health 
insurance coverage through their own employers in 1979, but just over 
half did by 1998. Rates fell from 42% to 26% for workers in the 
bottom fifth of the hourly wage scale.
