At a special gathering in Berlin of more than 300 policymakers, business
leaders, media experts, and academics from 35 countries, the Bertelsmann
Foundation and the AOL Time Warner Foundation presented a joint white paper
on the global development of digital literacy skills for the 21st century.
The paper recommends new policies and practices in three key areas --
education, the workplace, and civic engagement -- and calls on business,
government, educators, and the nonprofit sector to work together to ensure
that people everywhere are prepared to succeed in the Information Age.

Chapter 1 (Introduction) defines 21st century literacy as having four key
components:

*       Technology literacy:  The ability to use new media such as the
Internet to access information from a variety of sources and to communicate
with other users in various surroundings (home, school, the workplace).

*       Information literacy:  The ability to gather information, put it in
an appropriate context, evaluate it, and form opinions about its relevance
and quality.

*       Media creativity:  The ability to produce and distribute content to
both small and mass audiences around the world.

*       Social competence and responsibility:  The competence to consider
the social consequences of an online publication and the responsibility
regarding minors, the appropriate tools and knowledge to select and filter
information, an understanding of the legal consequences of online
publication, and a respect for and understanding of the rights of
intellectual property creators and owners.
