The scope of their mandate includes a review of what is know about the impact of low health literacy and interventions to address this deficit (they won't find much on the intervention end of things). They make a point of distinguishing their interest in understanding this from the public health point of view rather than from the "primary care" perspective, but I'm not sure why and what the mean by that. I am happy to see that they plan to identify areas in need of research as well as focusing on medicaid and medicare populations.
