To me, "health literacy" has always been inclusive. Given the right set of circumstances (like low literacy, age, disability, language, culture, emotion), almost everyone can have trouble understanding. Communicating clearly is also inclusive. Indeed, it takes all of us (as patients, providers, literacy specialists, communication specialists, researchers, librarians, teachers, students, community members, and the like) to communicate in ways others can understand.
