      Another source for oral and written proficiency is the American
Council on the Teaching of Foreign Languages(ACTFL).  The url is
www.actfl.org.  The guidelines for oral and written proficiency can be
downloaded at

or by using the 'ACTFL Quick Find' pulldown and chose 'Proficiency
