I'm writing to inform you about several important grant announcements that
were made this week in the Federal Register by the Department of Labor, the
Social Security Administration, and the Department of Health and Human
Services' Health Care Financing Administration. Each is intended to remove
barriers to employment faced by people with disabilities. Together they are
truly an unprecedented opportunity for individuals with disabilities,
disability advocates, community organizations, the One-Stop career system,
and state agencies to collaborate and coordinate the efforts needed to make
the promises of the Ticket to Work and Work Incentives Improvement Act of
1999 (TWWIIA) a reality.
Because the agencies want to have the awards made by early this fall, there
is roughly only two months to submit the necessary grant applications and
accompanying paperwork . This isn't much time, but we know many of you have
already been strategizing and collaborating on ways to work together on
improving the employment rate of adults and young people with disabilities.
This is your chance to further those efforts. It will require a tremendous
amount of work, creativity and coordination to produce the kind of proposals
we are hoping to see. And it may involve some of you working together with
agencies and/or individuals you don't know, or with whom you may not have
always had a smooth relationship. But as this Task Force has worked to
encourage and inspire cross-agency collaboration and cooperation, we hope
that you, too, will find ways to work together in new and different ways
that benefit people with disabilities.
The grant announcements are as follows:
Social Security Administration - Benefits Planning, Assistance, and Outreach
Program: SSA will be awarding one or more cooperative agreements to entities
in every State and U.S. Territory to provide benefits planning and
assistance services and to conduct outreach to all individuals receiving
Social Security/SSI disability benefits (including transition-aged youth) to
enable them to make informed choices about work. The awards will range
between $50,000 and $300,000 per fiscal year. In addition, SSA will award a
contract to one or more entities to provide technical assistance, and
develop and provide training on SSA's disability programs and work
incentives, to program benefit specialists. An application kit containing
all instructions and forms needed to apply for a cooperative agreement grant

Department of Labor - Work Incentive Grant Program: DOL will be awarding $20
million for Work Incentive Grants, designed to increase the employment and
career advancement of people with disabilities through enhanced service
delivery in the new one-stop delivery system established under the Workforce
Investment Act of 1998. The Work Incentive Grant program will provide funds
to consortia and partnerships of public and private non-profit entities
working in coordination with a state or local One-Stop delivery system to
augment existing programs and services and ensure programmatic access and
streamlined, seamless service delivery for people with disabilities. The

Health Care Financing Administration/Department of Health and Human Services
- Medicaid Infrastructure Grants: The goal of the Infrastructure Grant
program is to support people with disabilities in securing and sustaining
competitive employment in integrated settings. To achieve this goal,
HCFA/HHS is going to provide money to the States to develop and implement
the core elements of the Ticket to Work and Work Incentives Improvement Act
(including the Medicaid "buy-in") so as to successfully modify their health
care delivery systems to meet the needs of people with disabilities who want

Health Care Financing Administration/Department of Health and Human Services
- Demonstration to Maintain Independence and Employment: This demonstration
authorizes States to provide Medicaid benefits and services to workers who
have physical or mental impairments that, without medical assistance, will
result in disability. This demonstration authority will allow States to
assist working individuals by providing the necessary benefits and services
required for them to manage the progression of their conditions and remain

Thursday, June 8 - Oakland, California (9:00 a.m. - 1:00 p.m.)
Thursday, June 15 - Washington, D.C. (9:00 a.m. - 1:00 p.m.)
As part of the bidders conferences, HCFA will also give a brief presentation
regarding the Infrastructure Grants and the Demonstration; their
pre-application seminar for State Medicaid agencies will be held in
Baltimore, Maryland on June 20-21. Additional information about the bidders

The Department of Labor, Social Security Administration, and Health Care
Financing Administration of the Department of Health and Human Services have
worked very hard to ensure a coordinated and strategic effort supporting the
issuance of these grant announcements and the holding of the pre-application
seminars. We know the turn-around time on these grant applications is tight,
and that there's very little time to make travel arrangements to attend the
pre-application seminars. But we also know that you are committed to doing
everything possible to remove the barriers to employment that prevent people
with disabilities starting or returning to work and that you will make sure
these new resources are applied in meaningful, creative and collaborative
ways.
