QUALIFICATIONS FOR COMPUTER SPECIALIST: QUALIFICATIONS FOR LEVEL G: Note:
Applicants may meet the minimum qualification requirements for Level G
positions in this series in two ways. These are described below as
Alternatives 1 and 2.  These alternatives are designed to allow eligibility
either through demonstrating prior computer-related education or experience
(1) or demonstrating general analytical ability through other kinds of
education or experience and passing the written test used for competitive
appointments (2).  Applicants who qualify on the basis of Alternative 2,
must take the written test used for competitive appointment at the
applicable grade levels. There is no written test for applicants who qualify
on the basis of Alternative 1.  EDUCATION: Must have at least 4-year course
of study leading to a bachelor's degree in: Alternative 1 - Major
study-computer science, information science, information systems management,
mathematics, statistics, operations research, or engineering, or course work
that required the development or adaptation of computer programs and systems
and provided knowledge equivalent to a major in the computer field.
Alternative 2: Major study-any field. OR EXPERIENCE:

Alternative 1: One year of experience that provided a basic knowledge of
data processing functions and general management principles that enabled the
applicant to understand the stages required to automate a work process.
Experience may have been gained in work such as computer operator or
assistant, computer sales representative, program analyst, or other
positions that required the use or adaptation of computer programs and
systems.
Alternative 2: 3 years of general experience, 1 year of which was equivalent
to at least FG-4.  QUALIFICATIONS FOR LEVEL H: EDUCATION: Ph.D or equivalent
doctoral degree or 3 full years of progressively higher level graduate
education. Major study - Computer Science, information science, information
systems management, mathematics, statistics, operations research, or
engineering, or course work that required the development or adaptation of
computer programs and systems and provided knowledge equivalent to a major
in the computer field.
OR EXPERIENCE:
One year of specialized experience equivalent to the next lower grade level
in the normal line of progression for this occupation. This experience must
demonstrate accomplishment of computer projects assignments that required a
wide range knowledge of computer requirements and techniques.

QUALIFICATIONS FOR COMPUTER SCIENTIST: Basic Requirements: Degree with 30
semester hours in a combination of mathematics, statistics, and computer
science. At least 15 of the 30 semester hours must have been in any
combination of statistics and mathematics that included differential and
integral calculus.  In addition, all candidates must demonstrate one year of
SPECIALIZED EXPERIENCE.  Specialized experience is experience which is in or
directly related to the line of work of the position to be filled and which
has equipped the applicant with the particular knowledge, skills, and
abilities to successfully perform the duties of that position. To be
creditable, specialize experience must have been at least equivalent to the
next grade level in the normal line of progression for the occupation in the
organization.

Evaluation criteria: Eligible candidates may be ranked based on the
knowledge, skills, abilities, and other characteristics (KSAO's), described
below.  1.KNOWLEDGES, SKILLS AND ABILITIES: 1. Skill in conducting studies,
analyses, and calculations for the solution or problems connected with the
overall planning, design, or operation of aerospace and/or electronic
systems. 2. Skill in the conduct and evaluation of system/computer
engineering analytical studies applied to equipment, software, operations,

into language codes that computers accept where this required understanding

college or university leading to a degree in professional engineering. To be
acceptable, the curriculum must (1) be in a school of engineering with at

and Technology (ABET) as a professional engineering curriculum; or (2)
include differential and integral calculus and courses (more advance than
first-year physics and chemistry) in five of the following seven areas of
engineering science or physics; (a) static's, dynamics; (b) strength of
materials (stress-strain relationships); © fluid mechanics, hydraulics; (d)
thermodynamics; (e) electrical fields and circuits; (f) nature and
properties of materials (relating particle and aggregate structure to
properties); (g) any other comparable area of fundamental engineering
science or physics, such as optics, heat transfer, soil mechanics, or
electronics.
ALTERNATE REQUIREMENTS:
Candidates may substitute for the basic requirement an alternate requirement
of at least 4 years of college level education, training, and/or technical
experience that furnished (1) a thorough knowledge of the physical and
mathematical sciences underlying professional engineering; and (2) a good
understanding, both theoretical and practical, of the engineering sciences
and techniques and their application of one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following
(1) current registration as a professional engineer by any state, the
District of Columbia, Guam, or Puerto Rico; (2) evidence of having
successfully passed the Engineer-in-Training examination, or the written
test required for professional registration, which is administered by the
Board of Engineering Examinations in various states, the District of
Columbia, Guam, or Puerto Rico; (3) and successful completion in an
accredited college or university of at least 60 semester hours of courses in
the physical, mathematical, and engineering sciences and in engineering; or
(4) successful completion in an accredited college of a full 4-year or
longer related curriculum leading to a bachelor's or higher degree in
engineering technology or in an appropriate professional field. In addition,
all candidates must demonstrate one year of SPECIALIZED EXPERIENCE.
