The Voc Rehab numbers are good. However, is there data on how many
of the persons served have learning disabilities?

My observation has been that disabilities services are much more
available for persons with physical disabilities or mental
retardation but not for persons with learning disabilities. In
today's information society, low literacy skills are a more disabling
condition than most physical disabilities - and persons with low
literacy skills do not receive the necessary supports and adaptations
to support them in employment and education.
