The history of what has happened in the past in the LD adult arena is that
there is a strong need to show that there is a problem ... When the
Washington Screen and Kansas screens were developed it took several states
starting to use them and finding high rates  through the screening that lead
to a change is public policy and to such states as California changing its
rules on this ... Also GAO has quoted the studies in other states then were
the screens were developed that lead to three GAO reports stating high rates
of unidentified LD in welfare populations ... Never previously identified
..

SO ... While I agree that the tool is there ... And that is good ... There
needs to be continued reports that people are 1) using the tool, and 2) that
there are findings that support the premise that there are large numbers of
LD in this population ...

One study which lead to the screen is not enough ... There needs to be
building pressure to do more based on use of the screen ...

Yes, I too wish there was a better way ... But this is political reality ...
No use of screen and no reports on its findings will lead to no more
activity in this area

I'm still puzzled on one point, so please be patient with me...

What is the value, to you or others, of knowing how many people are
'at-risk' for LD in the Spanish-speaking population, based on a screening
instrument such as the Empire State screen?  It seems to me that you
accomplished a major feat by simply nursing it to completion.  It's
available, and unlike the Washington State screen, is valid for the
universal population.

If you're trying to fund research to create more/better diagnostic materials
for Spanish-speakers, surely there's an easier method.  If you're trying to
create some political backpressure to fund diagnostic assessments for adults
(Spanish-speaking or others) -- I don't know that this is the way either.  I
think your project would be easier to understand for me if you could explain
how the results will be used -- more research or politics.

PS. The report is sitting on my desk at work (who has time to read any
more?!), so I don't know off-hand the reliability of the Empire State
screen.
