Yes, there is a CASAS for Special Populations for reading.  Last I heard, it 
was going through a revision.  You must pay for training to administer 
CASAS.  Either out in CA or I would gather at one of their regional 
trainings.  I don't think it will break down reading into its components, 
like a DAR which I mentioned to you earlier, however, since it is a 
functional reading assessment for placment- (can do as a pre and post)
