Thanks for the suggestion on  Microsoft Windows.  For those members that 
aren't aware, Microsoft Office  has "Accessibility Options" that can be found in 
the Control Panel.  It  includes the Filter Keys that has already been 
mentioned and:

Sticky  Keys
Toggle Keys
Sound Sentry - that creates visual warnings or sound for  speech or captions
High Contrast for the monitor
Cursor - rate and width  options
MouseKeys - to control with numeric keypad
and a "General" menu  option for other options
