"On the Bottom Rung: A Profile of Americans in Low-Income Working Families,"
(A-42) (October 2000),
by Gregory Acs, Katherin Ross Phillips, and Daniel McKenzie
The authors report that one in six nonelderly Americans lives in a family in
which the adults work at least half-time but whose incomes fall below 200
percent of the federal poverty level (FPL), according to data in the 1997
National Survey of America's Families. Even if all the adults worked
full-time, simulation results suggest that only one in five would have
incomes above 200 percent of FPL.

"The Prevalence of Education and Training Activities among Welfare and Food
Stamp Recipients," (B-24) (October 2000)

According to this analysis of 1997 National Survey of America's Families
data, even before national welfare reform in 1996, a greater share of
welfare recipients-around one in four-invested in new work skills each year
than was true of adults generally.

Challenges and Considerations," (August 2000),

This report examines key operational issues and implementation challenges
associated with serving welfare recipients with disabilities. Welfare
agencies must address how to identify disabilities among TANF recipients
and how to create and structure services to assist in their transition from
welfare to work. These needs provide the conceptual framework for the study.
