I agree that "popular education" is a term that gets used fairly loosely to describe a wide range of practices. Given that the organization I'm trying to help out is interested in exploring a wide range of practices themselves, I would define popular education fairly broadly (for these purposes) to include any adult literacy program that develops curriculum and instruction around social, political, economic or cultural issues that learners confront; that encourages learners to engage in critical reflection about their social conditions; and that facilitate learners taking action to change those social conditions that oppress them.
