According to that same link, there are two contact people: Kenneth Meier -- He is with something called the "Texas Educational Excellence Project" in the Department of Political Science. That project's website is: http://www-bushschool.tamu.edu/kmeier/teep/index.html The site includes several downloadable reports, but not the one on students faring better with minority teachers. (There's an interesting report, though, showing that larger high school athletic budgets have a negative relationship with academic performance. It made a big splash in the media in Texas when it was released -- what sacrilege!!)
