Job Announcement Project Director Metropolitan Washington CareerPath Project Metropolitan Washington CareerPath Project Overview The Metropolitan Washington CareerPath Project (CareerPath) is an innovative, workforce development project that places unemployed workers-- initially dislocated DC General employees, and soon other workers-- into some of the region's better jobs through developing employer/union partnerships in health care, hospitality, and construction. By using union relationships to convene and coordinate employers by sector, CareerPath will provide the most effective services both to those job-seekers and to some of the most significant employers in the area. As a project of the District of Columbia's One Stop system, CareerPath will coordinate with other public services as well. CareerPath is a project of the Community Services Agency (CSA) and the Metropolitan Washington Council, AFL-CIO. It was initialized with assistance from the AFL-CIO's Working for America Institute (WAI) which will continue to provide technical and other assistance to the project. WAI's responsibility is help the Agency develop its capacity to deliver state-of-the-art, best practice quality services (job counseling, training, job development and employer-partnership development, referral and placement). The project must succeed for: Workers and employers¯and so for its funders Metropolitan Washington Council, AFL-CIO and its Community Services Agency of Metropolitan Washington and its constituent unions AFL-CIO Working for America Institute Project Director role In this complex, innovative project, the Project Director will be the motor who must drive the project to success for all three constituencies. The Project Director's primary goal is to lead the management and staff team to carry out the vision of the Project and to support building the system infrastructure. Reporting The Project Director is an employee of the Community Services Agency and reports to the Executive Director or his/her designee. Specific duties Specific project management responsibilities include: Develop all work plans including project start-up and expansion, operations and best practice application for review and approval by the CSA Director Recruitment, hiring and development of any new project staff Management of participant service delivery, including participant outreach, case management and counseling, training, employer partnership development, job development, and placement Program administration, including facility management, purchasing, procurement, contracting, establishing an approved budget and spending to the budget, and participant and outcome record keeping Lead with others a project related evaluation process In partnership with CSA , coordinate project relationships with unions and employers Coordinate systems design and oversee the integration of those systems into CSA capacity Staff program advisory committee Qualifications This is a complex role that requires a unique individual with breadth of experience, maturity of professional demeanor and judgment, and comfort operating across multiple environments. More than any one skill, it is this mixture that is being sought. 5-7 years programmatic experience in related activities leading to knowledge of integrated regional labor market best practices--including job development through union/employer partnerships, incumbent worker training programs, pre-employment recruitment, case management, counseling and placement programs, training, mentoring and more Demonstrated management capacity-- including staff recruitment, team building, supervision, resource management, etc. Demonstrated capacity to lead and operate in complex environment Comfort in seeking out and using the expertise of others Demonstrated written and verbal skills Demonstrated ability to build a program which goes beyond meeting the deliverables of the immediate funding sources to building something of lasting value to stakeholders Preferred qualifications: Fundraising experience Experience administering publicly-funded workforce development programs Demonstrated experience with the labor movement Compensation: Salary to mid $60's.
