A stronger economy might have enabled some to get jobs anyway and leave the welfare roles in Connecticut. http://www.nytimes.com/2002/02/20/nyregion/20WELF.html On a related note: What are those of us who provide direct services in programs going to tell congress when they consider TANF reauthorization, and what evidence will we use to back ourselves up? I'm concerned that there will be more proposals like the hundred-million-dollar marriage promotion (which in my mind is a step away from God promotion) coming down the road. My ideas: - Greater promotion of education and training planning. - More use of labor market indicators, and workshops to assist people in using them. - More flexibility in using emergent need funds for transportation, childcare and housing. Our esteemed former gov'nor, Tommy Thompson, has even recently said more training is necessary to lift people out of poverty!
