Haley (March 01, 2002) In this brief, the 1999 National Survey of America's Families is used to examine participation in both Medicaid and SCHIP-nationally and for 13 states-among children who are citizens and who do not have private insurance coverage. "Children's Eligibility for Medicaid and SCHIP: A View from 2000" by Lisa Dubay , Genevieve M. Kenney, Jennifer M. Haley (March 01, 2002) While the majority of children eligible for Medicaid and SCHIP participate in these programs, new Urban Institute data show that nearly 7 million more uninsured children are eligible and could be enrolled. 4.
