Jointly commissioned by the National Institute for Literacy (NIFL) and ED's Office of Vocational and Adult Education (OVAE), the report was designed to provide both agencies with background information on how to set quality guidelines for alternative assessments. The report, Performance Assessments for Adult Education: Exploring the Measurement Issues, summarizes proceedings of a Workshop, held December 12-13, 2001, that brought together experts in educational measurement and assessments with experts in adult education service delivery. The Migrant Education Even Start program is designed to help break the cycle of poverty and improve the literacy of participating migratory families by integrating early childhood education, adult literacy or adult basic education (including English language training, as appropriate), and parenting education into a unified family literacy program. This review of recent research on welfare-to-work strategies shows that the most successful programs have focused on employment but made substantial use of education and training.
