--New National Research Council Report on Assessment for Adult Education
On Monday, May 6, 2002 the Board on Testing and Assessment of the National
Research Council released a new report that will be useful to everyone
concerned about how to measure and report results that matter in adult
learning. Jointly commissioned by the National Institute for Literacy (NIFL)
and ED's Office of Vocational and Adult Education (OVAE), the report was
designed to provide both agencies with background information on how to set
quality guidelines for alternative assessments. The report, Performance
Assessments for Adult Education: Exploring the Measurement Issues,
summarizes proceedings of a Workshop, held December 12-13, 2001, that
brought together experts in educational measurement and assessments with
experts in adult education service delivery. For more information go to:

--A fact sheet on learning disabilities has been added to the NIFL Facts and
Statistics page

--Migrant education even start program and others have been newly added to
the LINCS Grants Database of over 400 grants and funding resources. The
Migrant Education Even Start program is designed to help break the cycle of
poverty and improve the literacy of participating migratory families by
integrating early childhood education, adult literacy or adult basic
education (including English language training, as appropriate), and
parenting education into a unified family literacy program. Application
deadline is July 5, 2002.

--Built to last: why skills matter for long-run success in welfare reform is
one of the new additions to the LINCS Materials Database. This review of
recent research on welfare-to-work strategies shows that the most successful
programs have focused on employment but made substantial use of education
and training.
