The poverty rate rose from 11.3 percent in 2000 to 11.7 percent in 2001, after falling for four straight years. Children under 18 continued to have the highest poverty rate (16.3 percent).Moreover, the average amount by which families' incomes fell below the poverty line grew to the highest levels since data on this were first collected in 1979.
