when a state, by policy, denies ESL certified teachers the right to work, and forces children to be taught by french teachers,or by gym teachers, and refuses to help those teaching esl form a list serve, denies children testing, translation, interpretation, and the number of hours of english language insrtuction it has put down in it's very own Basic Ed Circular guidelines.....why doesn't a list like this one step forward and write about it....where are the stats for the number of esl kids in pa and the number of esl teachers from other disciplines who are forced to teach them.....and the number who don't finish high school
