I am working with a hispanic student to whom the above injustice has 
been done.   I would like to know what resources there are to solve the 
problem.  At the gifted end there is law that shows that educations is a 
civil right.  This is also a position that has been  stated at the 
Harvard Law School.  Where does one go to address these issues?
