Ms. Oliver, Alas, you and I are both working in a generally 
unsupportive environment for the adult literacy cause we believe in 
and know to be needed, each of us in our own ways doing what we can 
to fight the fight.  There is plenty of reason to be discouraged and 
I agree with you that unless people in leadership positions, at al 
levels but particularly at the federal and state levels, care about 
adult literacy and are willing to stand up for it, neither this paper 
nor any other will make much difference immediately.  But, a 
colleague said in reading the EFF paper that "this is an important 
piece of evidence that IT CAN BE DONE" and, in publishing this paper 
CAAL believes that this is a worthy goal in itself.  It is another 
tool for the arsenal of people like yourself, who are dedicated to 
fighting the fight.  You are to be much applauded for your dedication 
and caring, and I hope you will stay at it for many more years.  I 
will try to do likewise. I sincerely appreciate your note.  Gail
