We used to entitle course provided at workplaces (usually factories) as Workplace Literacy. However, the title offended the workers who felt that the title implied that they could not read or write. Therefore, we retitled the courses Workplace Education. I personally am not offended by the expansion of a definition of a word, since it occurs consistently in languages.
