My suggestion would be to refer to  the excellent work of B. Allan Quigley
"Rethinking Literacy Education: The Critical Need for Practice-Based Change"
Jossey-Bass Publishers, San Francisco. 1997. 286 pages. LC151.Q85

Quigley, a Canadian,  is now associate professor and regional director of adult
education at the Pennsylvannia State University Center for Continuing and
Graduate Education, Monroeville, Pennsylvannia. Sorry--don't have a phone number
for him, but think it may be helpful to contact him for further discussion.  He
is very knowledgeable and most approachable.
