The Literacy Assistance Center has used MS Access to create an information
management system that tracks students and services.  We are currently in
the process of making ALIES (Adult Literacy Information and Evaluation
System) NRS compliant.

ALIES in its current Access-based form is in its first year and is the
system used by New York City agencies.  It fulfils most or all of the
functions that George talks about.

I agree with the idea of using Access as the software to create management
tools, especially for agencies that don't have millions to invest in
costlier web-based or Oracle-based systems.  It is very flexible and easily
understood.
