We are currently in the process of making ALIES (Adult Literacy Information and Evaluation System) NRS compliant. ALIES in its current Access-based form is in its first year and is the system used by New York City agencies. It fulfils most or all of the functions that George talks about. I agree with the idea of using Access as the software to create management tools, especially for agencies that don't have millions to invest in costlier web-based or Oracle-based systems.
