I use Word Pad (somewhat similar to Notepad) for web page development. Word Pad is a simple word processor, and with a little knowledge of HTML, it is fairly easy to build, update, and maintain "info dissemination" web pages. By "info dissemination", I mean simple web pages and forms for collecting info, that do not require fancy online interactions that may be done using stuff like Javascript or CGI. The one feature that Notepad does not have which Word Pad has is "search and replace" which I really like. I have used Claris Home Page in the past and did not like it at all. I have also experimented with Dreamweaver. I upload files onto the server using WS_FTP software.
