They ask that you pay for the modem (around $200). Two limitations: 1) Free DSL is not available everywhere as DSL is not available everywhere, and, 2)They require ads to be shown on the computer using DSL. Right now, it seems that Free DSL is only available in select cities. Also, I haven't found anywhere where it would be limited to private organizations or citizens. My best advice would be to click on the advice and check your phone number.
