Jennifer,
You may want to check out the National Adult Literacy Database in 
Canada.  They have created the web sites for many of the literacy programs 
across Canada.
Go to their main page and click on Literacy organizations (top left 
corner).  From there choose Provincial and Territorial Organizations...this 
will lead you to a list of the Canadian provinces.  Browse through the 
various provincial web pages and you'll see a variety of easy-to-read, 
simple, clean yet appealing web pages.  The guys at NALD are very 
friendly...aren't most Canadians? :-)
I'm sure they would be happy to offer any advice on constructing your own 
web site.
