The U.S. Department of Commerce, National Telecommunications and Information
Administration, released a new Application Kit, containing the official
rules for grant applications, and the Guidelines for Preparing
Applications-FY 2001 Technology Opportunities Program.  TOP has
approximately $42.5 million available for grants.  The Application Kit is
available online at the TOP home page:

TOP will offer technical assistance workshops on February 2 in Washington,
D.C., on February 6 in Denver, CO and February 8 in St. Louis, MO. Workshop

The goal of the TOP grants is to, "extend the benefits of advanced
telecommunications technologies to all Americans, especially those in
