I would think there are a variety of reasons why distance learning isn't
everywhere.
1) The vast majority of ABE/ESOL instruction is delivered in this country by
part-time employees who are most often not paid for curriculum development
2) Many ABE/ESOL sites do not have internet access or even a computer, sort
of difficult to carry in the trunk of your car
3)Internet assignments are trickling in to classroom work, but folks are
just not telling others much about it
4)ABE and ESOL students are using the internet at their local library or
resource centers and their instructors don't even know it
5) etc

Hi,
I am having a difficult time evaluating the success of distance learning and

remedial software.  Interviews with students indicate instructor resistance 
to use software and in some cases, resistance to providing Internet based 
distance learning.  Are there questionnaires and or surveys designed to 
surface and measure instructor attitudes?  I am also wondering if the 
instructors feel inadequate and am hesitant to appear vulnerable with the 
students, other instructors, and the larger support community.
