We've been using a free software program called Hot Potatoes. It helps
you create exercises that can be placed online, printed etc. I forget
what the URL is but if you type "Hot Potatoes" into a search engine you
should be able to find it. It's produced by the University of Victoria
in BC Canada. They do require that you register with them but the
software is free.
