I have a guess, but am not sure. I think that if a person posts information on-line, we can assume it is free for use, unless the person who posts it says otherwise. For example the poster can stipulate that the reader is allowed to print one copy and must include the copyright statement. I think that it is important to honor the wishes of the owner of the material.
