TESOL has a 2 part course on designing ESL classes on the internet.  Anthea Tillyer was my instructor, and while I was not necessarily one of her outstanding students, I gained a lot of insight into the process.  You should probably check the TESOL website.  Do a search of online course - It's the first result "Principles and Practices of online teaching".
