Yes, there is a "virtual classroom" feature where people can chat in real
time. Typically, though, these are set up within a particular class, and I
don't know whether it can be set up to allow two different classes to
interact. Probably it could be administered that way, though. As I said, my
experience is as a student using Blackboard, not a teacher, so my knowledge
is limited by that.
