Date: November 18, 2003 Status: Immediate, Full Time, Permanent Location: Washington, DC Title: Technology Program Manager Online Content for Low-Income and Underserved Communities Initiative Salary: $50,000-$60,000, commensurate with experience Benefits: Generous benefits package and vacation policies Background: The Childrenıs Partnership has been working to ensure that young people and their families, especially those living in poverty, are able to benefit from the advent of information and communications technologies. In 2000, The Childrenıs Partnership issued a benchmark study, Online Content for Low-Income and Other Underserved Americans: The Digital Divideıs New Frontier <http://www.childrenspartnership.org/pub/low_income/index.html> . This report documented that the Digital Divide goes beyond hardware and connectivity to include a ³content gap.² The research outlined who is affected and what content is needed. This position is designed to take the findings of this report and subsequent research and resources developed by The Childrenıs Partnership and develop demonstration and advocacy programs to foster the creation of needed content. Position Summary: The goals of the Initiative are the following: * To educate leaders in the public, private and nonprofit sectors about the ³online content gap² and partner with them on ways to overcome it; * To advocate for the development of relevant and useful content for Internet users (those with limited-literacy and English skills, those who need extremely local content, etc.); and * To build and market Contentbank.org, a Web site dedicated to finding and sharing content about these issues. The position also includes leadership on The Childrenıs Partnership internal ICT and Technology Program teams. Primary responsibilities: * To develop and implement outreach and advocacy strategies about the need for relevant and usable online content for low-income and other underserved communities to leaders in the public, private and nonprofit sectors; * To develop and implement partnerships (national and community-based) to foster the creation of relevant content; * To represent The Childrenıs Partnership and its programs at conferences, online forums, and other outreach and speaking opportunities; * To participate in the development of original research on this topic; * To oversee and manage all aspects of Contentbank.org (content, technical, marketing and administrative), a leading site dedicated to finding and promoting online content relevant and useful to underserved communities. This includes writing, editing and producing original content and overseeing current site content; * To promote the use and refinement of The Childrenıs Partnership Guidelines for Content Creation and Evaluation; * To serve as a leader on the Technology Program team which also includes the Techpolicybank.org and the California Advocacy programs; and * To serve as a leader on The Childrenıs Partnership internal Information and Communications Technology team, including overseeing the implementation of a content management system and other ICT-related projects for the organization. Required Skills: * Proven ability to develop and execute a program strategy; * Ability to set goals and achieve results; * Experience with community technology and working within low-income or other underserved communities; * Knowledge of technology, Web site development, and content management systems; * The ability to work well within a team environment; * Excellent project and staff management skills; * Excellent research, writing, editing and speaking skills; and * Bachelorıs degree (Masterıs degree preferred), with at least 5 years relevant work experience.
