I don't know of any research on speed reading, ( I haven't looked
either.)but I would think the learner's comprehension would need to be
at a very good level to speed read.   ABE learners do not generally have
reading levels above 10.0, so speed reading may be difficult.  


If learners need to read more fluently, there are many strategies to
increase reading.  One is repeated readings. Check the LINCS site
http://literacy.kent.edu/Midwest/ and use their search for strategies on
fluency.
