I am not sure how to download Literacy in the Labor Force, but it is for free.  You can go to:
http://www.ed.gov/pubs/edpubs.html
and scroll down to Simple Search.  Type in Literacy in the Labor Force and hit Search.  This will bring you to a screen where you can click on the record you want to order for free.
