According to an editorial in the Atlanta Journal Constitution (1/29/02), President Bush, under pressure from the extreme right wing of his party, has frozen $34 million in promised aid to the UN Population Fund. This fund has focused on improving women's health in the Third World and has combated practices as female castration in Africa, and gender-selection abortions in China. 
This money had been approved by Congress as part of this year's foreign aid bill. 
If you and your students are interested, this may be a good exercise in gathering information about this topic, learning how/why Presidents can freeze monies approved by Congress, and writing letters of support or outrage to the White House.
