This fund has focused on improving women's health in the Third World and has combated practices as female castration in Africa, and gender-selection abortions in China. This money had been approved by Congress as part of this year's foreign aid bill. If you and your students are interested, this may be a good exercise in gathering information about this topic, learning how/why Presidents can freeze monies approved by Congress, and writing letters of support or outrage to the White House.
